The steam (or smoke) may be from the central boiler.

If UW-Madison has such a system.

Basically, some University campuses run a single large boiler. The boiler heats water into steam, which then travels through underground pipes to most of the buildings on-campus.

Pretty appropriate. That was how Moscow was heated in the Soviet Union.
